Why have no performance related mods been made?
Looking around for mods that disable debris, lower effects, etc. Not a thing. The video and graphics menus aren't the greatest, either, but I know people have performance trouble? What's up?

It's mainly because the performance issues aren't related to graphics or the GPU, but rather the CPU. There really isn't anything you can do for that other than trying to limit things like how many objects are moving/active, or just straight up upgrading your CPU so it can calculate stuff better.
