World Builder not saving

Haven't been playing this game for long, but I can already tell this is a major issue. Most discussions I've read of the issue are from 2017, and mention a "Scenario" folder in the CoH Relaunch WW2 folder. However, this folder, at least in My copy of the game doesn't exist.
I feel as if now people may have more information on this issue.
Please help me with this, suggestions are greatly appreciated.

The World Builder in the Steam version does not save.

One needs to use the Legacy edition of the game to make maps (which is basically the only current use for the Legacy edition).
