AI factions has wallets and decision making. AI can start off with a lot of money to Jumpstart their expansion and ship/station building. AI will take their wallet balance into consideration. AI will try to attack sectors to cut off other factions financial capabilities. AI can generate wealth through trades, taxes, bounties, diplomacy, and looting drops from destroyed ships/stations. What every the amount of money a station has in their balance, it can be looted by Dropbox after station is destroyed. Stations wealth can also be pillaged through hacking stations hubs. The same thing can happen to player faction.
