Would a mod like this be possible with the current tools available for DD2?

The rough idea is to keep the kingdoms format, but instead of unlocking the final fight against the faction boss in the end of the questline,what would be unlocked is the mountain with the final boss of the chosen chapter.

It would be wild if every chapter had a different quest to unlock the final fight. Like, chapter 1 requires you to max and capstone barracks of 2 inns within 50 days, Chapter 2 requires you to max the trainer, a provisioner AND fight a lair boss within 45 days, etc
