new settlements

Its been a year or so since i've played are there any base or modds that add the ability to make new settlements? Or otherwise start out the game with one?

Yes. There's one entitled "Player Settlements." I can attest that it works, but all it does is place a new settlement on the map; if you want one that allows you to "build it up" from a small village\hideout to castle to whole town/city (as many people were expecting to be part of the base game during Early Access), I haven't found one, yet.
