No I couldn't see them, they appear to be client side only.

If you and the other person both have the skin downloaded - and are using the workshop version of the skin, not an AppData one - you should be able to see it in multiplayer.

So as a creator you need to delete your app data liveries. That isnt good is it

Uh... no? You don't have to delete the appdata ones, just make sure that you select the one with (workshop) at the end instead of (appdata).
