Go to Steam's Store page, hover over Your Store, select Preferences, then make sure the Some Nudity or Sexual Content box is checked on. Turning on all of the Mature Content Filtering boxes will ensure everything can be seen, but it'll turn the Community Hub into a nightmare.
It doesn't really make sense why that would work as most of the mods hidden don't have those tags, but it worked on my end. Something is messed up with Steam.
OMG you are a GOD among insects. When did this happen? I had no clue. I was about to give up and delete Conan due to not finding any of the mods I like. Ty SOOOOO much.
I went and looked up a Crusader Kings III discussion on the topic, and supposedly it is Steam hiding 'mature' mods by default to comply with UK / Euro regulations. Whether that's true or not I don't know.

Many mods are hidden that have not been tagged as mature content by their creators, so Steam must be assessing and hiding them based on some other metric. It must be automated because of how extensive all the Workshops across Steam are.
