He should spawn as the Bound Goblin in the Cavern layer after beating the Goblin Army. If you look down there and STILL can't find him, I suggest making a more open area for him to spawn in, or using a hunter potion to highlight him in green. Alternatively, I think AlchemistNPC Lite has a feature that points to rare creatures (things detected by the Lifeform Analyzer) with an arrow. Hope this helps!
