I would like a mod in which Sutu, Lullubi, Sangarian Phrygia, and the Cimmerians have their default settled faction Pillars of Civilization effect bundle replaced by the Nomadic Tribes effect bundles accessible by Dungul and Meshwesh.

These factions have a lot of raid-capable units (able to set fire to settlements in battles) and are thematically more aligned with the invader/destroyer factions than they are with the big empires/preserver factions, but still take the major morale and replenishment debuffs when in crisis or collapse, and lack the command available to Irsu.

I have attempted to create such a mod myself but I have been unable to find where the effect bundles are actually assigned to the factions.
