That said, homeless squads already cannot spawn on top of you. Spawns are restricted to adjacent cells, and will always spawn away from your camera.
My guess if these were random enemies is that you simply didn't see them (especially on higher speeds this is very easy, or with lower NPC view distances).
Or they were skimmers. Skimmers burrow into the ground, and can quickly emerge if you walk across them. They are possible to spot from a distance though, by keeping an eye out for their heads peeking out of the ground.
Untrue, I am very frequently running into this issue. I have only seen groups spawn in the distance (which I am 100% ok with) but I have also been moving short distances on normal speed and had everything from Hungry Bandits, to Bonedogs, to Holy Nation, and more literally spawn on top of my character. It very annoying, especially at the beginning of a game. With the thousands of mods available I’m sure someone could help point me in the right direction.
But regardless, mods cannot affect the spawning systems, that's simply not something that cannot be touched in the editor. The only thing a mod could do to stop your apparent sudden spawns is deleting all things that could possibly spawn. Mods are not magic, and cannot do things the editor was not made to allow them to do.
If you want an actual suggestion to help your issue, run the game at a slower game speed. The game cannot keep up with itself on x5 speed. Running at a slower speed allows you to react to squads spawning in front of you, and prevents any rendering issues that stop the game from showing you characters that are already present.
Alternatively, you can adjust your population sliders, so the game spawns fewer squads. Fewer squads means less chance of running right into one.
Being invisible while approaching you, and spawning on top of you, would feel identical in-game. I'm not saying enemies suddenly appearing doesn't happen, I'm saying modifying the spawning system (which isn't possible anyway) wouldn't help, because it's not caused by the spawning system.
