Begging for a mod to remove Toll of Seasons

I have had it with that one damn happening ruining every game it appears in. I have no idea how to do it, but could someone make a mod that just removes it completely from the game?

you know you can turn it off in the map options if you don't like it.

Unfortunately you can't. You can only turn it always on, pick one of the other happenings (that's what I do), remove the DLC or set happenings to "low" which would kinda remove it but also remove the other happenings that are really fun.
