Would it be possible to make a mod that adds factions from other TW Games as a playable faction in Warhammer?
Example replace a city with some Roman galleys and have that faction be capable of recruting units from TW Rome / Rome 2 and playing as the Romans in the Warhammer universe just for fun. (i have absolutely 0 modding skill and knowlege so i have no clue if it would be possible)

It would most likely not be allowed as GW doesnt allow mods based on different IPs.
