Very simple mod/script request
If it's possible, would anyone be so kind as to create a mod that makes leader of Polish culture prioritise City Planning innovation above all (if it works like Stellaris, it should just be a matter of setting weight value to extremely high. I'm not a modder, I just have some understanding.)

I want to play as a landless noble in 867 and see how Found a Holding decision plays out.
