File to control supply per pop?
I can change supply base and per city by changing values in:

CIV5HandicapInfos.xml

<ProductionFreeUnits>
<ProductionFreeUnitsPerCity>

But <ProductionFreeUnitsPopulationPercent> doesn't change supply per pop? was at 50, changed to 100; supply 27 for both??
