Not exactly what I was looking for. But I will try it.
the OG mod "Legendary Confederations" gave me their territory and also made all the AI LLs into which ever faction I chose (All Dark Elf LLs start confederated with Morathi,Dwarf LLs start confederated with Thorek, etc.)

But I personally had a hard time trying to use it.
You basically Clear the Fog (FFF command), then type "confederate2' on 2 AI factions you want confederated with each other (2nd faction you click is the one the first faction gets confederated into).
time consuming and prone to mistake process. But possible.
I miss the Legendary Confederations Mod so much...
Having them be confederated from the start does indeed sound interesting. How does it play? Specifically thinking of AI behavior. Having the AI start snowballed would come with fractured empires in a lot of cases.
edit: To anyone else trying to replicate it: Console command requires you to click on settlements, not armies.
AI acts very very janky at the start of the game (Like Death master dashing towards Skaven Blight if I set Skyre as the faction all Skaven LLS confederate into.
But for all teh games that I played with the OG mod, all LLs and the selected Confederating faction makes it to the end game.
I like it because the initial challange for the player is really fun (you basically have a LL in a different part of the world and have to expand outwards from different parts of the world),
and because you get factions that have all the LLs of that faction (Lizardmen with all their LLs, High Elves with all theirs), instead of a LL dying off in teh early game and never being seen again.
I think it does work for armies since I was able to confederate all the Beatmen under Turox's faction.
Worked with Nakai and Mazdamundi too (I think).
