Adding more CIA using data\units\units.xml
Is it possible to make it so that when I verify files, it doesn't change back to default? Really like the CIA, but seems like it could use a couple of dudes more.

I changed it, but after verifying the files it went back to default 2x2.

If you edit the local file and verify it, steam client detects the change and download the genuine file.

Make a mod that overwrites unit.xml

Thanks for the reply! Lol if I knew how to make a mod I would! But I am not that guud. Was just wondering if there where a way, like going to properties and making the file not able to be overwritten.

Game is great! Just wanted to get a bit more CIA to work with.

If you just want to expand CIA squad size, larger_cia or other published mods are enough.
But private modding is fairly easy, because you already know how to edit xml.

You edited \data\units\units.xml, but leave the original file unedited.
Instead, put the edited file in \mods\YourModDir\units\
Consider the \mods\YourModDir directory is equivalent to the \data directory.

You also need to make \mods\YourModDir\mod.xml
For private modding, you can borrow the file from an existing mod and just need to name the "Mod title" inside that.
Official templates or localizations are at \mods
larger_cia is here in my PC;
C:\Program Files (x86)\Steam\steamapps\workshop\content\1239080\3426608230

Thanks! I have been searching using both the internet and workshop search for days, but didn't find anything, other than a older version mod, which didn't have the doctrine. But many thanks!
