similar to the (no)sweep zones mods, some way to tell dupes where they are "allowed" to idle (or perform other tasks). the main use case of this is the circumstance where a new, but unfinished, base is being built and dupes idling in the inoperable but valid rec room in atmo suits. other applications could be to route dupes to more favourable areas for certain activities such as operation tasks or perhaps even biasing certain dupes to favour idling in areas closer to where they are needed (doctors for example). not really needed outside that "construction zone" edge case though.
