Yes there a suite of tools included in the game (Hammer++, HLMV, Etc.) for map and asset creation. Since it is on a CS:GO Source fork most of the knowledge from that should carry over. If you ever need help just join our discord and ask.

I also forgot to say all map source files are included with the game and you are free to use all assets for your custom maps.
