As far as I remember EdB becomes available when creating a new game, later on when you have to pick the starting pawns. There is where you can edit those pawns and also save/load presets.

edit: checked out right now: after the new world / world creation you maybe choose your ideoligion - if you own that dlc and/or maybe others - and after that there's the pawn screen:

"Create Characters" top left is the EdB Astro-Head,
bottom right there is a button "Character Editor UI" and that is EdB ;-)

Don't forget to save your presets, it's a lot one can edit here!
