That's not how anything works. Either the author took it down or the mods did.

It seems very odd in any case. There was nothing controversial about the Mod. It was there prior to the update just fine, gone after.. No notification till I tried to load a save and got some download error.. Then tried looking at the Mod Page in Workshop and it was an failure to load error. No indication it was 'taken down'. You'd think there would be better communication about that if it were removed by decision and not disabled by some error.
