Staff building, high amounts of litter

Do you have to assign caretakers to staff buildings as well? my zoo is clean and it keeps saying I have high amounts of litter. I am so confused.

Litter in habitats or litter on the streets? If it is in habitats you probably need more staff who care for the animals. And no, you do not need to assign caretakers to staff buildings.
