Army Group/Division Icon Modding Issue

I just started to dip my feet into modding. I'm trying to create a mod for army group and division icons. Does anyone out there have a video,a how to guide, anything at all on how to do this using GIMP? I know the coding part but when I add my division icons and create the dds and open the game they're all linear and not individually select-able. IE if the first icon is the 1st Infantry division, when I select it for use it shows the 1st, 2nd, 3rd, and 4th icons on the division I don't know what I'm doing wrong and frankly I'm getting frustrated. I've scoured the net and can find anything of relevance. Any insights or help would be greatly appreciated. If I can get this figured out I plan on releasing a modern USA insignia for use with MD or Novum. A WWII USA version and then eventually working on German and other majors. Thanks in advance.

I used to create jersey`s for pro cycling manager 3-4 year ago. I used gimp to bend textures and used paint.net for the graphic creation. It`s a far easier program to learn and use. It used to be a free software, i`m sure u find it free still. It want take long to learn it, and graphic work in this game is easy. As long as u don`t do animation stuff! Good luck!

Thank you. I don't have an issue creating the emblem. I have an issue with the army_icons.dds file. Like are all the icons created individually and then put onto a 15200 x 32 size layer and saved on a dds file or how does this work? Looking at the original game files as well as other older mods all pictures are compiled onto one strip "layer" of the army_icons file. But when I place mine down and load them in the game they show up but they show up as on singular image with multiple emblems instead of single division icons per click if that makes any sense. I also have no clue on the army_selected_icons.dds. I realize they are outlines for selection of the individual icons but how are they being made? This is a secondary issue as I need to get the first one figured out before that one unless they're connected somehow.
