Permission acquisition guidelines.

What are good guidelines for acquiring permission to upload if I modify an original build? I have figured out proper etiquette for submitting permission requests, however if the developer of the item does not respond within a certain amount of time or appears to be completely inactive how should I proceed and how long should I wait? Sorry for bad grammar it’s 1AM as of writing this:

I would simply not re-upload a creation without permission set to any visibility other than viewable and usable by yourself. If you post to their profile and they don't answer take is no permission given. You can use it for your own personal use all you want, the act of re-uploading set to public or usable by others amounts to leaching away the original creators credit for what could be very extensive efforts to make/workout/engineer the original creation.
