Fighter Concept: Eugene (Whacked!)
Mechanics: Can double jump, with the second jump having him flying with his propeller about four seconds whilst holding jump before falling (Just like Rayman). He can also wall-jump

Weight Class: Mid-Weight.

Jab-Kicks his feet forwards, knocking opponents backwards.

Dash Attack-Trips on the ground, hurting and knocking back those in front of him.

Side Tilt-Pecks forward.

Up Tilt-Spikes his head upwards.

Down Tilt-Crouches and pecks the opponent underneath.

Side Strong-Conjures and swings the Stick of Reason (A baseball bat) forward.

Up Strong-Similar to up tilt, but the propeller spins three times before delivering a strong spike upwards.

Down Strong-Pulls out a flamethrower and swings it around himself, causing fire damage.

Neutral air-Spins around with his stubby wings and flippers out before puffing up his belly.

Forward air-Claps his stubby wings forward.

Back air-Kicks backwards.

Up air-Spins his propeller five times.

Down air-Double foot stomp that spikes opponents downwards.

Neutral Special "Payback Time!": Uses the weapons that the opponents dropped (from his Down Special (air)). If none is in hand, it simply does nothing. Eugene can swap his weapon by standing on another dropped weapon and pressing Neutral Special twice, discarding his first weapon for the next one.

Side Special "Eat Flames!": Uses a flamethrower. It gradually loses strength and range the longer it is used, but it will slowly regain its strength when not in use. It can be angled up or down, and can be moved in front or behind him.

Up Special "I'M FLYIIING!!!": Flies upwards with his propeller. The propeller above him does multi-hit damage. Once it reaches its peak, it sends him to a freefall.

Down Special (Grounded) "Power Up Shmower Up...": Pulls out a Question Mark (Question Mark is an item that will either give him an advantage or disadvantage) and uses it on himself, with the effects being randomized:
* Armor (Reduces knockback by 25 units. It lasts for 3 seconds before it dissipates).
* Double Up (Dons a golden crown that doubles his damage. It lasts for 3 seconds).
* On Fire! (Eugene bursts into flames, receiving fire damage. If he is holding Throwing Cleavers, it will be ignited instead).
* Da Bomb (A large 10 second timebomb appears above his head with no way of getting rid of it, dealing heavy damage to himself and nearby opponents in a wide circle radius).

Down Special (Air) "Did I Do That?": Spike Attacks (Aka ground pounding) opponents from below, squashing them (Practically stunning them) before they pop back up. The opponent will drop a random weapon, with it being:
* Throwing Cleavers (Infinite ammo straight projectile that lasts for 2 seconds. When ignited, it deals fire damage to whoever it hits).
* Plunger Missile (A projectile that can be used three times. When fired, the weapon will either shoot in a straight line, or (if an enemy is in sight of the holder of the weapon) follow its designated target in a fast travel, dealing moderate damage. It will last for 4 seconds whenever it's not in use. The missile will not stop unless it either hits a character or hits the terrain/a prop).
* Mallet (The mallet is a weapon that flattens anybody hit by it. It also moves you in the direction of your left thumbstick. You are unable to stop, and will continue to run in whatever direction you are faced with, until it's gone. It will last for 4 seconds).
* Cactus (The cactus is a weapon that stabs opponents. It is a Rapid Attacking melee weapon that lasts for 4 seconds).
* Cannon (This weapon shoots a cannonball projectile that arcs toward the ground. The weapon lasts for 3 seconds. This projectile can bounce off of terrain and props, but will explode either at the end of its lifetime (0.6 seconds) or when it comes in contact with a character).

Taunt: Crosses his wings and mockingly says "Ha! Could a penguin do that?".
