mod load order

Is there a way to prevent the game from changing my mod load order? It seems to move things around resulting in lost mod features

Thank you for the response. I found in another forum an easier way for me. Under the games properties tab in steam, there is a workshop option. The workshop tab gives the ability to reorder and activate/deactivate mods as needed. Prior to the game launching
