What it says on the tin. I spent a couple hours with google, fandangling with different wording in the search, but I couldn't find anything besides tutorials for downloading other people's mods, cheat trainers, or really jank workarounds for modding the first game. Any resources or a point in the right direction at all would be appreciated.
