Regarding tags, if you're already searching mods by tags then you're doing it wrong since the Conan devkit doesn't support tags at all.
Occasionally if we remember some of us might use external software to add some tags after uploading, but that's not very reliable and most mods have no tags at all.

Otherwise the workshop is not administered by anyone, there's no Funcom staff looking at mods, they have the same hands-off approach as they have with official servers.. If some mods violate some rules and actually get reported then they might remove those, but that's all the administration happening here. - Meaning that there is nobody to actually categorize mods except the authors themselves, and good luck getting that to happen, since they're just hobbyists who downloaded the devkit and not something super organized so it's even unreasonable to expect them to read this thread.

Which leaves you with the solution of: This is what you have, work with it, otherwise the only mod you have control over is the one you make yourself.
Also, I believe most server mods either have servermod in their name or description so it's not like it's difficult to not use them if you don't want to - but you can also use them if you want since they're here and available publicly, you just don't get support for them or might not know what they do exactly, but some are quite usable, for example mine has a couple of pretty cool little features that would work on any other server too.
