Where are the STEAM mods saved localy

I tried looking for them in the
"Binaries/Win64/Mods"
"Content/Mods"
"Content/Paks/mods"
Are they stored some where ells?
I know some game have them stored in "steamapps/workshop/content" in some numbered folder.
I think i figured it out to be the folder named "1812450".
Could that be correct?

Steam/Steamapps/Workshop/content/1812450/

Each mod is individually numbered in its own folder.

So if i want to place a mod i got from nexus in there, i can not, as it is lacking that numbering.
Unless i use the mod tool and i wont do that as i do not own the mod in question.
Well ill just wait and hope the original modder uploads it then i guess.
