How do I make a campaign, I recently got into map making and I am wondering how do I create a campaign (and is it possible to make tour of duties)

You should look into the game files, they're all plain text and should be easy to catch on.
Alternatively you can download a campaign mod from Steam Workshop, go to where its files are downloaded and see how they're made.
