Workshop not functioning correctly?

After multiple attempts, I can confidently say that I seem to be failing at getting the workshop to work. No matter what I download I only ever see the same handful of ships in saves/presets. Am I missing something?

I was having the same issue, but I just figured it out, and I feel very dumb for not figuring it out sooner. IT'S A SEPARATE BUTTON! There's a button w/ the Steam logo labeled as Workshop in the dock.
