Phalanx's fluffy collar and tailcoat
... make modeling attachments for Phalanx ridiculous.

Not just phalanx...Judgement and ryoku also have annoying elements of clothing that make it difficult make attachments for them. Ryoku has the hood, and judgement has the front and back tassets and the freakin crowbar shoulders. I don't know what even.

It would be a great help to us workshop creators if models with more standardized mesh were used so we wouldn't have rough geometry to work with.

I agree, a lot of different workarounds have to be done to get attachments to look right, and some just dont work at all.

They could be, but I don't think we want to spend the time required to do this.

Looking at some of the models decompiled, they seem to have tried but realized they are awful at modeling and made clothing geomtry key parts of the base models.

Have you tried removing parts from exisiting models before? It's not an easy task, and it does take a lot of time to do.

I know its not easy, and that is why it wasnt done. What I am getting at is that some things should be planned from the start to not be part of a base character.
This isnt something that was ever planned, but for future characters it is helpful to keep in mind,

I would have thought that the base model would have a version with Phalanx's clothes as seperate meshes, as this is how things are done in the civilized world.

The character models for Phalanx, Judgement, Ryoku and Pure were created a long time ago before we had any ideas of going retail, and before we had the idea of removing parts of them for an attachments system.

Completely rehauled, updated models of the original 4 would be really cool to see. Maybe you could even get some of the community to hop on board that train.

this would actually be really cool to see. however, dev support of workshop authors has been... lackluster at best.
