HBS shares forum space with a few other companies on shadowrun.com; here[www.shadowrun.com] is a good starting point to find other modders and testers.
SRDF used to be a DLC, but after Dragonfall Director's Cut (DDC) came out, the old DLC was removed. Dragonfall is now just a standalone.
SRR and DDC have fairly different engines, and completely separate Steam Workshops, so you're better off just picking one and developing for it. I'd recommend focusing on DDC. The game is much more popular and that's where most new development is taking place these days.
If you're sure that DDC is more popular? I haven't paid attention to the workshop for SRR at all when I beat Dead Man's Switch. I noticed that DDC was released in september of '14 and it's only got the 29 items. Is this comparable to SRR?

You're correct that there are a lot more items in the SRR Workshop, but most of those came out back in 2013 when SRR originally launched. New content is being developed for both SRR and DDC, but most major new campaigns I've seen are being developed against DDC.
Right now, I'll likely just make a music and matrix guide for people to break apart and learn from. After that, I'll start writing an outline, and go from there.
