How hard would it be for someone to mod a custom texture for the terrain editing tool that resembles water?

Obviously it wouldn't be dynamic or anything fancy, but could be used as a place holder until KSH finds a way to implement the real thing. At least that way people would have some sort of way to "simulate" the effect of water in their moats and rivers and such.

Anyone know how hard that would be?
