Create a waypoint of the edge of the map, assign the bad guys to it and apply a timer.
When the timer expires they will walk through the wall and appear in the map.

Have a look at a few of the official maps as this is how the dev's do it.

Another option is create a new spawner via code. Check out the *enemy*.xml files for existing spawns and edit as required.
