Unfortunately I think entrenchment is just limited to infantry. You could still try playing around with siege weapon properties, perhaps by making the catapult upgrade from an infantry unit or something like that, but I'm not sure how far you'd get with that.
It is possible to make destroyers spawn sea mines, but you'll have to replace the forced march ability in craftrules.xml with your new ability, as well as actually adding the sea mine unit in unitrules (I guess it would function as a fireship). The actual spawning ability will need to be created with a script. I've been able to do something similar with my mod, however I haven't been able to make the ability work consistently yet.
