The Man-Eater
I've been kicking around an Agent concept after playing quite a bit. I'm putting this here in case anybody with the know-how wants to play with this concept.

The Man-Eater is recruited from the Capital of a non-orc nation that is currently at war; and specializes in supporting armies and slaying enemies of the nation. Something I noticed is that heroes gain insane amounts of profile but no menace, I like the idea of a high-profile agent that uses the law of the land against the heroes.

HP 10, Might 5, Lore 1, Intrigue 1, Command 4

* Can turn Wandering Ogres into Mercenary Ogre minions instead of conscripting them; this costs 50 gold, and improves their atk/def by 1; they still give 10 menace.

* get a stronger, special Might Challenge called "Take The Field!" for supporting armies (instead of command or skirmish), where the Man-Eater gets paid every turn that they fight in battles.

* When the Man-Eater slays a hero that belongs to a nation that they are at war with, an "Royal Pardon" event triggers afterwards that lowers their Menace by a large amount (30? 40?) in order to make it less likely that the Man-Eater gains too much Menace when slaying the nation's enemies. Maybe a "War Crimes!" event that fires when they slay a non-enemy that grants extra menace? I don't want the Man-Eater to get away with just slaying everybody he sees.

* When the war ends, the Man-Eater has to go Enlist with another nation, changing to that faction and once again able to benefit from Pardons and War Bonuses. Enlist has similar requirements to recruiting The Man-Eater (Capital of a non-orc nation at war)
