How do I make mods?

What programming language do i need? (if i need one) Do I need photoshop or a image processing application? How do I create a mod? There's no guide on it anywhere that i look, so sorry if this has already been asked.

No external programs or skills are needed. You create everything in the Object Editor, which is accessible from its icon in-game, if you launched the game from Steam. Everything you make is made from objects that ship with the game. No external importing is supported.
