Its not a mod per-se; more like a collection of classes and tools that different mods can use for interoperability
If any of the mods on your list utilize it, then you cannot remove it without also removing said mod(s).
If none of your mods use it - then you don't really have a reason to have it installed as it doesn't really add anything of value on its own
I think it also adds slightly better error reports, doesn't it? Or something along those lines...
But, certainly not necessary.
