I have no idea about how to mod the game.

Then unzip it, move to,
C:\Program Files (x86)\Steam\steamapps\common\DoorKickers2\mods
and enable the mod.
You will see those guys at the bottom of "add humans" of the editor.
Maybe these guys shoot like rangers.
I just saw
\DoorKickers2\data\entities\humans_badguys.xml
and copied "Foreign Advisor" and "Veteran Insurgent LongRange",
then gave them "MK 18" and "MK17STD" written in
\DoorKickers2\data\equipment\firearms_rifles.xml
