Turn off all the mods (are you using mod manager?). If the game still doesn't load, verify game files. If it loads, then start by turning on one mod at the time to see which one works and which one causes a crash

I was able to fix the issue and keep all mods active, the auto mod updater(Mod Manager) was not updating a couple mods so I had to delete them from my files and start the game, then exit and download them again. Coloring pipes mod gave me the most hassle, but now I do have a crashing issue caused by changing the skins of certain buildings.
