Tr_walkway problem maybe new

I have this problem where only one bot spawns in walkway and then after a bit it gets kicked and no more bots are made. i have tried the usual Dropped sv_allow_point_servercommand always and sv_cheats 1 and nothings worked and it ONLY ever spawns one bot and sometimes nothing at all and i get things like this in the command console

create a file in maps folder (a .cfg) that automatically plays the commands when you boot up the map. I think manually adding them while in the map messes it up
