What stuff will be in the workshop?

Weapons? Enemies? Perhaps levels and new origins?

Lots of stuff that NEM and Dossier were capable of will also be capable in Workshop. That includes characters, weapons, custom models, textures, and origins. iirc, custom level design will not be possible on Workshop but will be on NEM (when that update releases). Custom arenas (changing title, music, enemies, all that jazz, but not level design) will likely be possible on Workshop
