Workshop items can always disappear for whatever reason. Sometimes it's by uploader's choice, sometimes DMCA takedowns cause removal of workshop items, and even sometimes removals are due to incompatibility or security reasons.

If you happen to remember who uploaded Dam, you can always try asking them to see what they say if they haven't already posted about it somewhere.

The map was broken with a game update. I assume they just took it off after that. Every version of Halflife has some janky bs to it, it's like the game is cursed to be subpar no matter what.
