I mean yeah, but think of it this way: radiotropic is an adaptation, meanwhile, a hive world is a planet made, SPECIFICALLY for hive minds, as such, they wouldn't need to adapt to said world, seeing as living on there, would be much easier.
that being said, yeah the trait could use a little rework on that front, although with the pop rework, you cna probs just create a separate species that doesn't have the radiotropic trait to live on the hive worlds.
