Place a metro along and trainstations on the ends (that are connected to your harbors and Airfields)
Make sure that you zone the map decent and set your Blue area to "old town" so that your People must use the Transport hubs
If you wanna try it here a "Park" that make it very easy to make such long Pedestrian walkways

I play a island (without any road connections)
I had 4 Air Container Hubs and one Container harbor pretty far away.
All my transtations send nearly all container Trains to the harbor, the train stations connected to the airports have been nearly unused when the ones connected to the harbor have been overused
That moment i deleted the harbor my Trainstation system worked as intended
diversify & spread your zoning, if you dead set in making large patch of workplaces, you want to understand how to control lane usage in your design. Pay attention to lane arrows, that's what the AI follow, STRICTLY.
example : you build 6 lane roads but only 1 lane going to the right side (where majority of destinations located)... of course no body want to use the other lanes. Follow the arrow, it's really not that hard to understand traffic flow & fix it to encourage more lane usage.
