In-game hat submission tool is completely broken
I cannot so much as preview or even verify a hat through the in-game submission tool. It's completely broken.

Reproduction steps:

Launch TF2 > click the workshop wrench icon in the bottom-right > click PUBLISH NEW ITEM > Cosmetics.

Attempt to upload a backpack icon. I get the error "Load failed; couldn't load C:\test\unamed.TGA"

Edit: the image I uploaded is 512x512 and is entirely transparent except for a small white square in the middle. I tried making the image in both Gimp and Paint dot net and neither image works.

Enter a name in the top-left, select a class, upload a model to HIGH LOD, and click Verify. I get the error "Build failed; you must specify a backpack icon"

I cannot verify because I cannot upload a backpack icon. I cannot upload a backpack icon because of some unspecific error.

Finally click "preview" to crash to desktop and do something else with your life I guess.

Valve, please fix.

Seriously though, has anyone figured out how to get past this? Is there another place I can preview and submit hats made for TF2? Does anybody still make hats for this game?
