partisan:Kar 98k or Mosin Nagant or MP40 or PPSh-41,1 hand grenade and knife
sabotage troop:PPSh-41 or Mosin Nagant,Mosin revolver and booby trap

It could be good Idea for instance a winterwald like map (minus bunkers) with partisans against Wehrmacht.
The Krauts would have tank the partizans C4,only the germans would have arty, partisans would havel ess ammo few rifles pistols...
The more i write the more I see how unfair it would be but it would be historically accurate.
You could also make a partisan attack on a rail road...
