I've noticed a lot of people have been having this problem. Were you in-game when you subscribed? If so, try Unsubbing and Resubbing.

This aspect of the game is really annoying. The workshop seems much slower and buggier in game, and it's frustrating that the subscription button is still there when you're not in game even though it does nothing.
