Mods don't work

I made a mod that didn't work so i thought i probably made a mistake, so i installed a some mods to test them out and afterwards see what they changed. but they didn't have any effect either. it's like it didn't activate the mods at al. can anyone help/ did anyone have the same isue

Check this

Remember to put files in:
C:\Users\"YOU"\Documents\Robot Entertainment\OMD2\MyMods\"YOUR MOD"\mod\game\ensembles
for altered XML files.

Thank you a lot.
but it doesn't explain why mods i installed trough the workshop don't work
edit. somehow the mods i downloaded from the steam workshop suddenly work.
