I agree with your idea of making allure a pull 3, and you can do so by editing the game files.
1) Go to
\Program Files (x86)\Steam\steamapps\workshop\content\262060\1130829365\heroes\lamia\lamia.info.darkest
2) Open it in a text file
3) Ctrl + F search for "Pull 1A", replace with "Pull 3A"
4) Repeat for Pull 1B, 1C, 1D, 1E

However, Allure is so poor and boring. I could never find a particular circumstance that it would be useful, i even prefer heal something in turn 1 to using it proactively. I know a stun would be too much to ask considering Gaze, but how about make it pull 3/bypass stealth? That won't overlap with Gaze, and it makes sense to at least partially weaken the rank 4 enemy with your charm.
